Policies and Regulations

Nacogdoches ISD operates under a framework of federal and state laws and rules along with local board policies, administrative regulations, guidelines and handbooks. NISD strives to assist you in successfully navigating the maze of legal authorities that guide the operations of the District and interactions with employees, students, parents and the community. 

Local Board Policies 
Local Board Policies provide broad district governance and are adopted by the NISD Board of Trustees. LocalBoard Policies are maintained through the Texas Association of School Board’s ("TASB") Policy Online, a searchable database that is updated regularly as policies are amended or added. The policies are divided by subject matter, bear descriptive titles, and are categorized as LEGAL or LOCAL. LEGAL policies, drafted by TASB, often cite constitutional or statutory authority and provide the legal “umbrella” under which school districts develop their corresponding (LOCAL) policy. 

Administrative Regulations 
Administrative Regulations are developed by the NISD administration, and provide detailed information on procedures that implement board policy, as well as practices that guide District decisions. Administrative regulations may be contained in the Administrative Procedures Manual, student/parent handbooks, department handbooks, and other guidelines.

Nacogdoches ISD does not discriminate on the basis of race, color, religion, sex, gender, national origin, age, disability, military status, genetic information, or on any other basis prohibited by law in employment or in providing education services, activities, and programs, including vocational programs.  Nacogdoches ISD also provides equal access to the Boy Scouts and other designated youth groups as required by law.  

 Nacogdoches ISD does not discriminate against an employee or applicant who acts to oppose such discrimination or participates in the investigation of a complaint related to a discriminatory employment practice. Employment decisions will be made on the basis of each applicant’s job qualifications, experience, and abilities.

Progress in Meeting Highly Qualified Teacher Requirements

Federal Requirements

The No Child Left Behind Act (NCLB) of 2001 required that teachers in programs supported by Title I, Part A funds be highly qualified.  The qualifications necessary to be considered highly qualified were prescribed by NCLB and included requirements for minimum education, teacher licensure, and subject matter competency.  These requirements in NCLB have been replaced by the Every Student Succeeds Act (ESSA).

The ESSA now defers teacher qualification requirements in Title I programs to applicable State law.
